Research on Problems and Countermeasures in Whole-Process Cost Management of Highway Engineering
公路工程全过程造价管理存在的问题及对策研究

摘要

近年来随着我国公路工程建设规模日益庞大，工程建设投资额高且建设周期较长，在此过程中，全过程造价管理工作对于把控项目建设成本、维护项目投资效益有着重要意义。但目前依然存在着项目前期决策及设计阶段造价管控力度较弱、项目施工中管控缺乏有效的动态协同控制、项目竣工后的结算及后续管理工作较为随意等诸多问题，为此我们采取使用BIM技术，建立区域造价指标体系并制定相关制度、优化设计内容、强化工程台账以及合理审核竣工结算等措施解决上述问题以促使整个公路建设项目全过程造价管理工作更加系统化、规范化从而减少整个过程中的造价风险，进而达到建设项目的经济合理性目标，保障公路建设工程高质量完成。

Abstract

 In recent years, with the increasing scale of highway engineering construction in China, highway projects have generally involved large investment amounts and long construction periods. In this process, whole-process cost management is of great significance for controlling project construction costs and safeguarding investment benefits. However, several problems still exist at present, including weak cost control in the early decision-making and design stages, a lack of effective dynamic and coordinated control during project construction, and relatively arbitrary settlement and follow-up management after project completion. To address these problems, this paper proposes measures such as applying BIM technology, establishing a regional cost index system, formulating relevant management systems, optimizing design content, strengthening engineering ledgers, and conducting reasonable reviews of completion settlement. These measures are intended to promote the systematization and standardization of whole-process cost management in highway construction projects, reduce cost risks throughout the project lifecycle, achieve economic rationality in construction projects, and ensure the high-quality completion of highway engineering projects.
