Research on Optimizing Human Resource Management in Water Conservancy and Hydropower Engineering Projects

摘要

水利水电工程是整个国民经济基础设施建设的重要组成部分,项目的管理水平直接影响着建设工程质量以及经济效益。人力资源是项目管理中最活跃的因素之一,它对于整个项目的成效具有重要影响作用,本文针对水利水电工程项目建设中人力资源管理方面的问题展开探讨,对目前管理工作过程中遇到的主要问题以及产生这些问题的原因进行分析并给出相应的解决办法及保证措施等。经过调查发现,水利水电工程项目建设项目人力资源管理存在机构设置僵硬、人事安排简单粗糙、奖惩措施不到位、教育培训体系缺乏等问题,究其原因则是管理体制不合理导致人才选拔任用通道堵塞,考评方式不合理、信息化水平低的问题。本文从机构设置调整、人事安排规范化、激励措施加强、教育培训体系建设几方面入手分析解决问题的方法,并结合信息化建设以及制度建设来形成系统的水利水电工程建设项目的管理优化方案,从而对水利水电工程项目的实际管理工作有所帮助。

Abstract

Water conservancy and hydropower engineering is an important component of national economic infrastructure construction, and the level of project management directly affects construction quality and economic benefits. Human resources are among the most active factors in project management and have an important impact on overall project performance. This paper discusses problems related to human resource management in the construction of water conservancy and hydropower engineering projects, analyzes the major problems encountered in current management practice and their underlying causes, and proposes corresponding solutions and safeguard measures. The investigation shows that human resource management in water conservancy and hydropower engineering projects still faces problems such as rigid organizational structures, rough and simplistic personnel arrangements, inadequate reward and punishment mechanisms, and an insufficient education and training system. These problems are mainly attributable to unreasonable management systems, blocked channels for talent selection and appointment, irrational evaluation methods, and a low level of informatization. This paper explores solutions from the perspectives of organizational restructuring, standardized personnel allocation, strengthened incentive mechanisms, and the development of education and training systems. It further combines informatization construction and institutional improvement to form a systematic optimization scheme for the management of water conservancy and hydropower engineering projects, thereby providing support for practical project management.
