道路工程项目中的改建和扩建项目属于城市公共交通的基础建设,在项目的管理难度上以及工程量的不确定性都 远远大于新建设项目。而关于工程的计量、变更以及合同的管理又是整个工程项目当中的重中之重,它关系着整个工 程的成本、工期还有施工单位的质量是否能顺利得到履行。从公路改建扩建项目的计量和工程变更的特点进行深入剖 析,进而研究了工程合同管理的主要机制,并提出了计量、变更与合同管理协调优化的建议措施。通过研究发现合理 的计量方案、合理的工程变更的办法以及有效的合同管理可以优化项目的管理水平,并且给其他同类型的改建项目提 供一个可行性管理模式参照物。
Reconstruction and expansion projects in highway engineering are an important part of urban public transportation infrastructure. In terms of management difficulty and uncertainty in engineering quantities, such projects are far more complex than newly built projects. Among all aspects of project management, engineering measurement, variation management, and contract administration are of particular importance, as they are directly related to project cost, construction schedule, and the effective fulfillment of quality obligations by the contractor. This paper provides an in-depth analysis of the characteristics of measurement and engineering variations in highway reconstruction and expansion projects, further examines the main mechanisms of contract management, and proposes recommendations for the coordinated optimization of measurement, variations, and contract management. The study shows that reasonable measurement schemes, appropriate approaches to engineering variations, and effective contract management can improve the overall level of project management and provide a feasible management model for other similar reconstruction and expansion projects.
