公路超限超载治理一直存在着取证难、查处难、反复性强等难题,传统的“人海巡查”式治理方式已经不能适应 路网规模不断扩大的情况以及违法手段越来越隐蔽的现实。文章从信息化技术赋能的理论逻辑入手,对全天候智能感 知、大数据融合预警等关键技术支撑进行梳理,重点构建出重点源头精准化管控、非现场执法和全时动态监管、信用 评价驱动联合惩戒、跨层级跨部门协同闭环治理这四个治理路径,从法规制度衔接、数据资源共享、技术装备规范、 资金人才保障四个方面提出信息化长效治理的保障体系。
The governance of highway overlimit and overloaded transport has long faced difficulties such as evidence collection, enforcement, and strong recurrence. The traditional governance model based on large-scale manual patrols can no longer meet the needs arising from the continuous expansion of the highway network and the increasingly concealed forms of violations. Starting from the theoretical logic of information technology empowerment, this paper reviews key technical supports such as all-weather intelligent perception and big data-based integrated early warning. It focuses on constructing four governance paths: precise control of key source sites, off-site law enforcement and full-time dynamic supervision, joint punishment driven by credit evaluation, and cross-level and cross-departmental collaborative closed-loop governance. In addition, the paper proposes a support system for long-term information-based governance from four aspects: coordination of laws and regulations, sharing of data resources, standardization of technical equipment, and guarantees for funding and personnel.
