Research on Land Consolidation Promoting Agricultural Space Optimization in the Context of Rural Revitalization
乡村振兴背景下土地整治助推农业空间优化研究

摘要

乡村振兴战略对农业空间提出了更高要求，农业空间不再只是耕地数量保持问题，而是耕地格局、基础设施、生 态环境、经营组织和产业承载能力协同优化的综合治理过程。土地整治通过农用地集中连片、田间道路与灌排设施完 善、建设用地整理和生态修复等方式，能够缓解耕地碎片化、设施短板和空间功能混杂等问题。本文结合第三次全国 国土调查、高标准农田建设和全域土地综合整治试点等公开资料，分析土地整治助推农业空间优化的内在机制，提出 以国土空间规划为统领、以耕地数量质量生态协同保护为核心、以多主体管护为保障的实施路径，为乡村振兴背景下 农业空间治理提供参考。

Abstract

The rural revitalization strategy has put forward higher requirements for agricultural space. Agricultural space is no longer merely a matter of maintaining the quantity of cultivated land, but a comprehensive governance process involving the coordinated optimization of cultivated land patterns, infrastructure, ecological environment, management organization, and industrial carrying capacity. Through the consolidation of agricultural land into contiguous areas, improvement of field roads and irrigation and drainage facilities, reorganization of construction land, and ecological restoration, land consolidation can alleviate problems such as fragmented cultivated land, inadequate facilities, and mixed spatial functions. Based on public materials such as the Third National Land Survey, high-standard farmland construction, and pilot projects for comprehensive land consolidation across entire territorial areas, this paper analyzes the internal mechanism through which land consolidation promotes agricultural space optimization. It proposes an implementation path guided by territorial spatial planning, centered on the coordinated protection of the quantity, quality, and ecology of cultivated land, and supported by multi-stakeholder management and maintenance, providing reference for agricultural space governance in the context of rural revitalization.
