Research on Data Governance and Resident Service Optimization in Smart Community Construction
智慧社区建设中的数据治理与居民服务优化研究

摘要

智慧社区是数字技术嵌入基层治理和居民服务的重要形态，数据治理能力直接影响社区服务的精准性、协 同性和安全性。当前，智慧社区建设在提升便民服务、网格治理、风险预警和公共资源配置效率方面发挥了积极作 用，但也存在数据重复采集、系统互联不足、居民信息保护压力较大、服务场景与居民需求衔接不紧等问题。优化 智慧社区建设，应以数据治理为基础，完善数据采集、共享、使用、安全和反馈机制，推动线上平台与线下服务融合， 兼顾治理效率、居民便利和信息安全，形成以居民需求为导向、以数据协同为支撑、以服务优化为目标的智慧社区 运行机制。

Abstract

Smart communities are an important form through which digital technologies are embedded in grassroots governance and resident services. Data governance capacity directly affects the precision, coordination, and security of community services. At present, smart community construction has played a positive role in improving convenient services, grid-based governance, risk early warning, and the efficiency of public resource allocation. However, problems remain, such as repeated data collection, insufficient system interconnection, considerable pressure in protecting residents’ information, and weak alignment between service scenarios and residents’ needs. To optimize smart community construction, data governance should serve as the foundation. Mechanisms for data collection, sharing, use, security, and feedback should be improved, and the integration of online platforms with offline services should be promoted. Efforts should be made to balance governance efficiency, resident convenience, and information security, thereby forming a smart community operation mechanism oriented toward residents’ needs, supported by data coordination, and aimed at service optimization.
