当建设项目进入质效并举、提质增效的新时期时,前期工作规划和项目建设管理相互融合程度直接影响到工程项目的成败与否,在此基础上本文首先对前期规划主导性进行论述,在此基础上分析了调研不清晰、目标不清、概算不准、风控不足四方面存在的问题,并从组织架构、质量管理、进度成本联动、信息化智能化应用、风险控制五方面提出了改进措施,最后提出了信息回路、EPC一体化、实时纠偏三条实现二者深入融合的方法,研究表明前期工作规划和建设管理互融互通是提高项目实施成功率的关键因素。
As construction projects enter a new stage
characterized by equal emphasis on quality and efficiency as well as continuous
improvement in quality and productivity, the degree of integration between
early-stage planning and project construction management has a direct bearing
on project success. On this basis, this paper first discusses the leading role
of early-stage planning, and then analyzes four major problems, namely unclear
investigation, ambiguous objectives, inaccurate cost estimation, and insufficient
risk control. In response, improvement measures are proposed from five aspects:
organizational structure, quality management, linkage between schedule and
cost, the application of information-based and intelligent technologies, and
risk control. Finally, three approaches are suggested to achieve deeper
integration between the two, including information feedback loops, EPC
integration, and real-time correction mechanisms. The study shows that the
interconnection and integration of early-stage planning and construction
management are key factors in improving the success rate of project
implementation.
