为解决当前工程项目复杂性提升背景下传统管理模式效能不足的问题,探讨建设单位在统筹管理中的核心价值,结合工程项目全生命周期管理实践,分析建设单位在投资决策、设计施工、竣工移交等阶段的职责定位与管控路径。研究明确建设单位作为统筹管理核心主体的关键作用,其通过全流程统筹协调、穿透式管控及多方资源整合,可有效解决参建单位责任边界模糊、信息传递滞后等问题,提升项目质量、进度与成本的协同管控水平,为工程项目高效推进提供实践遵循。
To address the insufficient effectiveness
of traditional management models under the increasing complexity of engineering
projects, this paper explores the core value of the employer in integrated
project management. Drawing on full life-cycle management practices in
engineering projects, it analyzes the responsibilities and control approaches
of the employer at different stages, including investment decision-making,
design and construction, and completion handover. The study clarifies the key
role of the employer as the core主体 of integrated management. Through whole-process coordination,
penetrating control, and multi-party resource integration, the employer can
effectively resolve problems such as unclear responsibility boundaries among
participating entities and delays in information transmission, thereby
improving the coordinated control of project quality, schedule, and cost, and
providing practical guidance for the efficient advancement of engineering
projects.
