Dynamic Management and Control of Construction Project Cost under the New Situation
新形势下建筑工程造价的动态管理与控制

摘要

随着我国建筑业供给侧结构性改革推进及数字化转型趋势，工程造价管理工作正在发生由传统的以固定定额为手段到现代基于信息化进行全过程动态管理的变化。本文结合当前形势出发，首先介绍了建筑工程造价管理的重要作用，然后从投资决策、设计、招标投标、施工、竣工五方面对动态管理的内容进行了详细论述，在此基础上提出了加强组织建设、完善监管方式、推广信息技术应用以及培养专业技术人才等几点建议。研究发现，全过程动态管理和信息化相结合可以提高工程造价管理水平，从而带来更好的经济效益。

Abstract

With the advancement of supply-side structural reform in China’s construction industry and the growing trend toward digital transformation, project cost management is shifting from the traditional fixed-quota approach to a modern model featuring information-based whole-process dynamic management. Based on the current context, this paper first introduces the important role of construction project cost management, and then provides a detailed discussion of the contents of dynamic management from five aspects: investment decision-making, design, tendering and bidding, construction, and project completion. On this basis, several recommendations are proposed, including strengthening organizational development, improving supervision methods, promoting the application of information technology, and cultivating professional and technical personnel. The study shows that the integration of whole-process dynamic management with information technology can improve the level of project cost management and thereby generate better economic benefits.
