Analysis of Optimization Countermeasures for Engineering Cost Management in New Energy Photovoltaic Power Generation Projects

摘要

近年来,伴随着世界范围内能源结构转型升级进程加快以及国家双碳目标推进力度加大,光伏电站建设工程迎来大建设阶段。项目工程建设造价管理水平的高低决定了其投资回报大小以及长期发展的潜力,在实际过程中存在着前期论证深度不够,项目建设过程控制不到位等一系列问题阻碍着项目的经济效益最大化。本文全面分析了光伏项目工程造价管理存在的特征和瓶颈,从投资项目决策,设计,采购,施工以及运维等一系列重要环节进行了详细的研究,从而在加强前端管理力度,建立实时监测管理体系,制定合理采购计划和建立健全风险分担合同协议四个方面提出了切实可行的改进方案。并通过在人才队伍、科学技术、宏观环境以及思想意识等方面的措施探讨相应的落实条件并对今后的发展趋势做出一定的展望,力求能够为提高光伏项目工程的投资管理能力提供思路借鉴与参考意见。

Abstract

In recent years, with the accelerated global transformation and upgrading of the energy structure and the intensified promotion of China’s “dual carbon” goals, photovoltaic power station construction has entered a stage of rapid development. The level of engineering cost management in project construction directly determines investment returns and long-term development potential. In practice, however, a series of problems, such as insufficient depth in preliminary demonstration and inadequate control during project construction, have hindered the maximization of project economic benefits. This paper comprehensively analyzes the characteristics and bottlenecks of engineering cost management in photovoltaic projects, and conducts a detailed study of key stages including investment decision-making, design, procurement, construction, and operation and maintenance. On this basis, it proposes practical improvement measures in four aspects: strengthening front-end management, establishing a real-time monitoring and management system, formulating reasonable procurement plans, and improving risk-sharing contractual arrangements. In addition, the paper discusses the corresponding implementation conditions from the perspectives of talent development, science and technology, the macro environment, and managerial awareness, and provides a forward-looking perspective on future development trends, with the aim of offering useful insights and references for improving investment management capabilities in photovoltaic engineering projects.
