摘要

村供水工程是实施乡村振兴战略的重要基础支撑,管网运行管理和水质安全关乎千家万户农民饮用水安全保障以 及幸福指数。“3+1”标准化建设和管理是当前农村供水工程建设及管理的主要方向,在此基础上,文章对农村供水管 网建设和运营管理中需要注意的问题进行总结归纳,提出加强水源地保护、做好水质处理消毒工作、建立预警机制和 加大执法力度等措施以提高农村供水水质。目前,“3+1”标准化建设和管理正在全国范围内推广,六部门发文加快实 现县域统一管理,切实做到从源头到水龙头全过程规范化管理。通过加强技术和管理措施,可以大大减少管网漏损、 保证水质,使农村饮水安全工程真正达到“建得起、管得好、用得久”。

Abstract

Rural water supply projects are an important foundational support for implementing the rural revitalization strategy. The operation and management of water supply networks and water quality safety are directly related to the drinking water security and well-being of rural households. The “3+1” standardized construction and management model is currently a major direction for the construction and management of rural water supply projects. On this basis, this paper summarizes the issues requiring attention in the construction, operation, and management of rural water supply networks, and proposes measures such as strengthening the protection of water source areas, improving water treatment and disinfection, establishing early warning mechanisms, and intensifying law enforcement, so as to improve rural water supply quality. At present, the “3+1” standardized construction and management model is being promoted nationwide, and six departments have issued documents to accelerate the realization of unified county-level management, thereby ensuring standardized whole-process management from source to tap. Through strengthened technical and management measures, network leakage can be significantly reduced and water quality can be ensured, so that rural drinking water safety projects can truly achieve the goals of being “affordable to build, well managed, and durable in use.”
