Discussion on Key Points of Whole-Process Cost Control and Management in Water Conservancy Projects
水利工程造价全过程的控制管理要点探讨

摘要

水利工程总投资额大，建设时间长，造价管理直接影响着工程效益。依据国家水利部的数据，在2025年度全年 水利工程建设完成投资额度达1.25万亿，比上一年度增加了11.7%，对造价精进化管理带来更高的需求。文章论述水 利工程建设造价全程管控必要性以及投资估算不够准确、设计造价控制乏力、招投标过程失范、施工变更频繁、决算 审核滞后、信息化水平较低六种情况，并针对决策设计、招投标、施工动态控制、竣工结算、信息化建设、制度人才 六个方面进行改进措施建议，以供水利工程造价精细化管理参考。

Abstract

 Water conservancy projects generally involve large total investments and long construction periods, and cost management directly affects project benefits. According to data from the Ministry of Water Resources, investment completed in water conservancy project construction reached RMB 1.25 trillion in 2025, an increase of 11.7% over the previous year, which has placed higher requirements on refined cost management. This paper discusses the necessity of whole-process cost control in water conservancy project construction and identifies six major problems, namely inaccurate investment estimation, weak design-stage cost control, irregularities in bidding and tendering, frequent construction changes, delayed final account review, and a low level of information-based management. In response, improvement measures are proposed from six aspects: decision-making and design, bidding and tendering, dynamic control during construction, completion settlement, information-based development, and institutional and talent support, so as to provide reference for refined cost management in water conservancy projects.
