水利水电工程建设安全运行管理直接影响到工程效益能否得到充分实现以及下游人民群众的生命、财产安全问 题。文章指出了安全运行管理工作的重要性,对存在的安全管理执行力低、风险管理预警不力、运行安全保障技术落 后等五个主要问题进行了系统的剖析,并就如何提高执行力、健全风险预警、推行科技进步、建立健全应急预案、加 强安全文化五个方面提出了改进措施。研究证明建立全生命周期的安全运行管理机制是提高水利水电工程本质安全的 重要途径。
Safety production and operation management in water conservancy and hydropower projects directly affects whether project benefits can be fully realized, as well as the safety of life and property of downstream populations. This paper highlights the importance of safety operation management and systematically analyzes five major problems, including weak implementation of safety management, inadequate risk management and early warning, and outdated technologies for operational safety assurance. It then proposes improvement measures from five aspects: strengthening implementation capacity, improving risk early warning mechanisms, promoting technological advancement, establishing and improving emergency response plans, and enhancing safety culture. The study shows that establishing a full life-cycle safety operation management mechanism is an important approach to improving the intrinsic safety of water conservancy and hydropower projects.
