Identification of Key Factors Affecting the Cost Impact of Highway Engineering Variations and Corresponding Control Strategies
公路工程变更对造价影响的关键因素识别及控制策略

摘要

公路工程项目有着建设时间较长，工程技术难度大，并且外界环境影响大的特征，使得在项目建设过程中不可避 免的发生各种各样的项目变更情况。工程施工的变更通常都会带动着其工程量、施工方法，甚至项目的工期与合同价 格等的变化，进而造成工程造价方面也出现了不同程度上的变动，在监管不到位的情况下会造成造价失策投资超出预 算的情况出现。鉴于上述原因文章就此展开了以公路工程施工过程中的项目变更为中心对于工程的造价所造成的影响 的相关研究，在整理相关工程变更还有造价相关的概念的基础之上侧重探究了工程项目变更之后对于造价具体有哪些 方面的影响，从而找出引起造价变动的原因，并结合全过程管理的角度提出了相应的对策，希望可以给以后公路工程 的投资决策以及有关工程管理工作提供借鉴意义。 

Abstract

Highway engineering projects are characterized by long construction periods, high technical complexity, and strong external environmental influences, which make various project variations inevitable during the construction process. Changes arising during construction usually lead to corresponding adjustments in engineering quantities, construction methods, project duration, and even contract prices, thereby causing cost fluctuations to varying degrees. Under inadequate supervision, such changes may result in poor cost control and investment overruns beyond the original budget. In view of this, this paper focuses on the impact of project variations during highway engineering construction on project cost. On the basis of clarifying the relevant concepts of engineering variations and project cost, it emphasizes the specific ways in which project variations affect cost after they occur, identifies the causes of cost changes, and, from the perspective of whole-process management, proposes corresponding countermeasures. It is hoped that this study can provide useful reference for future investment decision-making and engineering management in highway projects.
