摘要
建筑设计管理是建设工程项目的重要组成部分之一，在工程建设过程中，成本及质量的同时有效控制对整个项目
的经济效益有着决定性的作用。本文通过对成本与质量之间的相互影响的关系进行研究后，论述了成本控制措施及质
量管理的方法，提出了设计阶段成本控制策略与质量管理系统的建立方式。经调查发现，设计阶段对工程造价占到了
整个工程项目的比例超过 70%，限额设计加上的信息技术的应用是控制好成本支出的有效办法。并且利用好价值工程
优化的设计方案也是可以在保证工程质量的情况下降低成本。提出信息化手段辅助下的综合管理方法，为设计施工阶
段成本控制以及质量把控提供指导依据和实践方向。

Abstract
Architectural design management is an important component of construction projects. In the process of engineering
construction, the effective simultaneous control of cost and quality plays a decisive role in the economic benefits of the entire
project. By examining the interaction between cost and quality, this paper discusses cost control measures and quality
management methods, and proposes strategies for cost control at the design stage as well as methods for establishing a quality
management system. The investigation shows that the design stage has an influence of more than 70% on the overall project
cost, and that quota design combined with information technology is an effective approach to controlling cost expenditure. In
addition, the proper application of value engineering to optimize design schemes can reduce costs while ensuring engineering
quality. This paper proposes an integrated management approach supported by information technology, providing guidance and
practical direction for cost control and quality assurance during the design and construction stages.
