不平衡报价造价风险防范路径分析

摘要

基于工程量清单计价模式条件下，部分施工企业为获得高额利润，便会采用不平衡报价的方法，扰乱造价的内部 形成逻辑，引发投标价失真、施工中造价急剧上升等风险。因此，为有效防范上述风险，本文将基于不平衡报价的类 型，分析不平衡报价引发的造价风险，最后从招标前、施工中、结算阶段三个方面，研究风险防范策略，希望加强风 险防控效果，形成高效、稳定的治理闭环。 

Abstract

 Under the bill of quantities pricing model, some construction enterprises may adopt unbalanced bidding methods in order to obtain high profits, thereby disrupting the internal formation logic of project cost and causing risks such as distorted bid prices and a sharp increase in project cost during construction. Therefore, in order to effectively prevent the above risks, this paper analyzes the cost risks caused by unbalanced bidding based on its main types. It then studies risk prevention strategies from three aspects: the pre-tendering stage, the construction stage, and the settlement stage. The aim is to strengthen the effectiveness of risk prevention and control and form an efficient and stable closed-loop governance mechanism.
