堤防是江河湖库防洪体系中一项基础性的工程,也是保障流域水安全、守护沿岸城乡生产生活稳定的关键屏障。 进入新发展阶段,在“三新一高”(新发展阶段、新发展理念、新发展格局、高质量发展)的大背景下,传统堤防工程 那种只重防洪、忽视生态、功能单一、管理粗放的做法,问题越来越明显,已经很难满足经济社会高质量发展和生态 文明建设的双重需要。本文结合当前堤防工程的实际情况,梳理一下新时期堤防建设中比较突出的问题,然后围绕防 洪安全、生态宜居、功能多样、智慧运维这几个核心目标,来探讨现代化堤防工程该怎么建、有哪些关键技术、怎么 落地、用什么管理模式,希望能为新时代堤防工程的提档升级和现代化流域防洪体系的构建提供一点参考。
Embankments are fundamental engineering components of flood control systems for rivers, lakes, and reservoirs, and serve as key barriers for ensuring basin water security and maintaining stable production and living conditions in urban and rural areas along waterfronts. In the new development stage, under the background of the “three new and one high” framework, namely the new development stage, new development philosophy, new development pattern, and high-quality development, the limitations of traditional embankment projects have become increasingly prominent. Conventional practices that focus only on flood control while neglecting ecology, providing single functions, and relying on extensive management can no longer meet the dual requirements of high-quality economic and social development and ecological civilization construction. Based on the current practical conditions of embankment projects, this paper reviews the prominent problems in embankment construction in the new era. Focusing on core objectives such as flood control safety, ecological livability, multifunctional integration, and smart operation and maintenance, it explores how modernized embankment projects should be constructed, what key technologies should be adopted, how they can be implemented, and what management models should be applied. The study aims to provide references for the upgrading of embankment projects and the construction of a modernized basin flood control system in the new era.
