本文立足城乡一体化供水工程建设实操场景,系统剖析水源地生态保护与管网建设协同管控的现存短板,并提出 可落地、可考核、可推广的协同管控策略,明确施工全过程生态防护、管网精细化建设、多方协同监管、数字化赋能 管控等实操路径。研究成果可有效破解工程建设与生态保护的发展矛盾,提升城乡供水工程建设规范化与生态化水平, 为同类城乡一体化供水项目协同管控、水源地长效保护、供水系统提质增效提供理论支撑与实践参考。
Based on the practical construction scenarios of urban-rural integrated water supply projects, this paper systematically analyzes the existing shortcomings in the collaborative control of ecological protection of water source areas and pipeline network construction, and proposes implementable, assessable, and replicable collaborative control strategies. It clarifies practical paths such as ecological protection throughout the whole construction process, refined pipeline network construction, multi-party collaborative supervision, and digital empowerment of management and control. The research results can effectively address the development contradiction between engineering construction and ecological protection, improve the standardized and ecological level of urban-rural water supply project construction, and provide theoretical support and practical reference for collaborative control, long-term protection of water source areas, and quality and efficiency improvement of water supply systems in similar urban-rural integrated water supply projects.
