Guarantee Mechanism of Water Conservancy Project Construction Management for Later Production and Operation
水利工程施工管理对后期生产运行的保障机制

摘要

水利工程施工管理与后期生产运行之间存在密切的因果关联,施工阶段的管理质量直接决定了工程运行的安全性 与经济性。当前水利工程建设中存在施工与运行脱节、质量控制体系不完善、安全管理落实不到位等突出问题。坚持 系统思维,强化顶层设计,摒弃碎片化、单打独斗的传统模式,按照整体谋划、整合内容、整装推进、整周期维护的 原则,科学设计工程实施方案。从工程质量控制、施工安全与风险管理、施工资料与信息化管理、施工全过程协同四 个维度构建保障机制,可有效提升工程结构耐久性、保障运行安全、降低维护成本。将项目的经济效益、社会效益、 生态效益、满意度等纳入项目实施方案中,完善项目考核评价和激励约束机制。通过制度完善、人员能力建设、智慧 水利应用等措施,可实现水利工程建管结合、无缝衔接,确保工程长期稳定发挥效益。

Abstract

 There is a close causal relationship between construction management and later production and operation in water conservancy projects, and the management quality during the construction stage directly determines the safety and economic efficiency of project operation. At present, prominent problems still exist in water conservancy project construction, such as the disconnection between construction and operation, imperfect quality control systems, and inadequate implementation of safety management. It is necessary to adhere to systematic thinking, strengthen top-level design, abandon the traditional fragmented and isolated management model, and scientifically design project implementation plans in accordance with the principles of overall planning, content integration, coordinated advancement, and whole-cycle maintenance. A guarantee mechanism can be constructed from four dimensions: project quality control, construction safety and risk management, construction documentation and information-based management, and whole-process construction coordination. This mechanism can effectively improve structural durability, ensure operational safety, and reduce maintenance costs. The economic benefits, social benefits, ecological benefits, and satisfaction levels of the project should be incorporated into the project implementation plan, and the project assessment, evaluation, incentive, and constraint mechanisms should be improved. Through measures such as institutional improvement, personnel capacity building, and the application of smart water conservancy technologies, the integration of construction and management in water conservancy projects can be realized, seamless connection can be ensured, and the long-term stable benefits of projects can be effectively guaranteed.
