近几年来，我国水利工程建设规模持续扩大，是防洪安全、供水稳定、生态平衡的关键基础。尤其对于工程招投 标活动来说，由于其具备技术复杂、投资高等特点，使用电子招投标方法可有效提高交易效率、公正性、透明性。但 结合实际情况来看，电子招投标存在平台与技术、主体行为、评标方法等问题。因此，本文将基于问题分析，提出深 化专业平台建设、规范主体行为、创新评标与监管机制的改进措施，希望进一步提高水利工程电子招投标管控水平。

Abstract

In recent years, the scale of water conservancy project construction in China has continued to expand, serving as a key foundation for flood control safety, stable water supply, and ecological balance. In particular, for project bidding activities, which are characterized by technical complexity and high investment, the use of electronic bidding methods can effectively improve transaction efficiency, fairness, and transparency. However, in light of practical conditions, problems still exist in electronic bidding, including platform and technical issues, participant behavior issues, and bid evaluation method issues. Therefore, based on problem analysis, this paper proposes improvement measures such as deepening the construction of specialized platforms, standardizing participant behavior, and innovating bid evaluation and supervision mechanisms, with the aim of further improving the management and control level of electronic bidding for water conservancy projects.
