摘要

本文立足保障性住房加固工程施工特性，系统梳理项目全过程计价核心难点，深入剖析计价混乱、造价失控的深 层成因，结合工程造价市场化改革要求与民生工程管控规范，构建全过程、精细化造价管控体系，提出针对性、可落 地的计价优化与造价控制策略。研究可为保障性住房排危除险加固工程清单计价、预算编制、过程管控、竣工结算提 供实操参考，助力规范加固工程造价管理、规避计价风险、提升财政资金利用率，保障保障性住房改造工程安全、优 质、经济落地。 

Abstract

Based on the construction characteristics of affordable housing reinforcement projects, this paper systematically reviews the core pricing difficulties throughout the whole project process and deeply analyzes the underlying causes of pricing disorder and cost loss of control. In combination with the requirements of market-oriented reform in engineering cost management and the management standards for livelihood projects, a whole-process and refined cost control system is constructed, and targeted and practical pricing optimization and cost control strategies are proposed. The research can provide practical references for bill-of-quantities pricing, budget preparation, process control, and completion settlement of hazard elimination and reinforcement projects for affordable housing. It also helps standardize cost management in reinforcement projects, avoid pricing risks, improve the utilization efficiency of fiscal funds, and ensure the safe, high-quality, and economical implementation of affordable housing renovation projects.
