高标准农田建设是改善农业生产条件、增强粮食稳产增产能力的重要基础。当前,高标准农田在灌排 设施、地力培育、机械作业和抗灾减灾等方面取得明显成效,但仍存在区域适配不足、工程与农艺衔接不紧、 建后管护责任不清及技术服务覆盖有限等问题。粮食综合生产能力提升应立足资源条件,统筹工程建设、耕 地质量、科技应用和长效管护,形成建设、使用、管理相互衔接的实施体系。
High-standard farmland construction is an important foundation for improving agricultural production conditions and enhancing the capacity for stable and increased grain production. At present, high-standard farmland has achieved significant results in irrigation and drainage facilities, soil fertility improvement, mechanized operations, and disaster prevention and reduction. However, problems still exist, including insufficient regional adaptability, weak coordination between engineering construction and agronomic practices, unclear post-construction management and maintenance responsibilities, and limited coverage of technical services. The improvement of comprehensive grain production capacity should be based on resource conditions and should coordinate engineering construction, cultivated land quality, technological application, and long-term management and maintenance, so as to form an implementation system in which construction, use, and management are effectively connected.
