河湖生态环境治理中的多主体协同机制

摘要

河湖生态环境具有流域整体性、污染跨界性和利益关联性,单一主体治理难以覆盖污染防治、资源保 护与生态修复全过程。当前协同治理仍存在行政边界分割、部门职责交叉、利益分配失衡、信息共享不足和 公众参与层次较低等问题。河湖治理需要以河湖长制为统筹平台,明确政府、企业、社会组织、公众和技术 机构的职责,通过跨区域协商、生态补偿、联合监管与信息公开形成稳定的协同行动机制。

Abstract

 The ecological environment of rivers and lakes is characterized by watershed integrity, cross-boundary pollution, and interconnected interests. Governance by a single subject is difficult to cover the whole process of pollution prevention and control, resource protection, and ecological restoration. At present, collaborative governance still faces problems such as administrative boundary segmentation, overlapping departmental responsibilities, imbalanced interest distribution, insufficient information sharing, and low-level public participation. River and lake governance needs to take the river and lake chief system as an overall coordination platform, clarify the responsibilities of governments, enterprises, social organizations, the public, and technical institutions, and establish a stable collaborative action mechanism through cross-regional consultation, ecological compensation, joint supervision, and information disclosure.
