农作物秸秆兼具农业资源与工业原料属性,其综合利用对于减少露天焚烧、改善耕地质量和发展农业 循环经济具有重要意义。当前秸秆利用仍面临资源分布分散、收储运成本较高、利用结构不均、高值化技术 转化不足及市场主体经营不稳定等问题。秸秆综合利用需要坚持农用优先和因地制宜,完善资源台账与分类 配置,构建县域收储运网络,推进肥料化、饲料化、能源化、基料化和原料化协同发展。
Crop straw has the dual attributes of agricultural resources and industrial raw materials, and its comprehensive utilization is of great significance for reducing open burning, improving cultivated land quality, and developing an agricultural circular economy. At present, straw utilization still faces problems such as scattered resource distribution, high costs of collection, storage, and transportation, an imbalanced utilization structure, insufficient transformation of high-value technologies, and unstable operation of market entities. The comprehensive utilization of straw should adhere to the principles of giving priority to agricultural use and adapting measures to local conditions. It is necessary to improve resource ledgers and classified allocation, build county-level collection, storage, and transportation networks, and promote the coordinated development of fertilizer utilization, feed utilization, energy utilization, substrate utilization, and raw material utilization.
