Refined Management Paths for Water Conservancy Project Construction Sites
水利工程施工现场精细化管理路径

摘要

精细化管理作为一种现代管理理念，强调对管理对象的精准把控与全过程优化。水利工程施工具有投资规模大、 建设周期长、技术复杂度高、安全风险多等特征，传统粗放式管理模式难以适应新时代工程建设要求。从精细化管理 视角出发，系统分析水利工程施工现场推行精细化管理的必要性，构建包含管理目标设定、制度责任体系、全过程控 制要点及信息化平台支撑的精细化管理体系。在此基础上，从施工组织与资源调配、质量安全进度协同、材料设备成 本控制、环境风险应急管理四个维度提出精细化管理核心路径，并结合管理人员能力培养、绩效考核监督、智慧工地 技术应用及长效改进机制等方面设计实施保障措施。研究表明，精细化管理能够显著提升水利工程施工现场的资源利 用效率、质量管控水平与风险防控能力，是推动水利工程建设高质量发展的有效路径。 

Abstract

Refined management, as a modern management concept, emphasizes precise control over management objects and whole-process optimization. Water conservancy project construction is characterized by large investment scale, long construction periods, high technical complexity, and multiple safety risks, making traditional extensive management models unable to meet the requirements of engineering construction in the new era. From the perspective of refined management, this paper systematically analyzes the necessity of implementing refined management at water conservancy project construction sites, and constructs a refined management system covering management objective setting, institutional responsibility systems, whole-process control points, and information-based platform support. On this basis, core refined management paths are proposed from four dimensions: construction organization and resource allocation, coordination of quality, safety, and schedule, material, equipment, and cost control, and environmental risk emergency management. Implementation safeguards are also designed in terms of management personnel capacity development, performance assessment and supervision, smart construction site technology application, and long-term improvement mechanisms. The study shows that refined management can significantly improve resource utilization efficiency, quality control levels, and risk prevention and control capabilities at water conservancy project construction sites, and serves as an effective path for promoting the high-quality development of water conservancy project construction.
