水利工程安全生产运行管理的问题及其措施

摘要

水利工程是区域水安全保障体系的重要载体，常态化安全生产运行管理是保障工程长效服役、稳定发挥防洪、供 水、灌溉等综合效益的核心环节。伴随国内水利基础设施逐年老化，叠加极端天气频发的外部影响，基层水利运维安 全管控压力持续增大。目前基层运维工作普遍存在制度落地不实、巡检精细化程度偏低、现场作业管控松散、隐患闭 环治理机制不健全等突出问题，各类隐性风险持续累积。本文立足基层水利运维实操场景，梳理工程安全运行管理发 展现状，聚焦一线运维核心短板，结合行业标准化建设要求，制定适配基层场景的精细化优化对策，为完善水利运维 管理体系、提升工程安全运行保障水平提供实践参考。 

Abstract

Water conservancy projects are important carriers of regional water security systems, and regular work safety operation management is a core link in ensuring their long-term service, stable operation, and comprehensive benefits in flood control, water supply, irrigation, and other functions. With the aging of domestic water conservancy infrastructure year by year and the external impact of frequent extreme weather events, the pressure on safety control in grassroots water conservancy operation and maintenance continues to increase. At present, grassroots operation and maintenance work commonly faces prominent problems such as ineffective implementation of management systems, insufficient refinement of inspections, loose control over on-site operations, and incomplete closed-loop hazard management mechanisms, resulting in the continuous accumulation of various hidden risks. Based on practical grassroots water conservancy operation and maintenance scenarios, this paper reviews the current development status of project safety operation management, focuses on core shortcomings in frontline operation and maintenance, and formulates refined optimization measures suited to grassroots scenarios in accordance with the requirements of industry standardization construction. The study provides practical reference for improving the water conservancy operation and maintenance management system and enhancing the safety operation guarantee capacity of water conservancy projects.
