小型水库日常巡查与维修养护管理优化研究

摘要

小型水库日常巡查与维修养护是保障水利设施安全运行的核心管理环节，针对基层水库管护体系界限模糊、运行 短板突出的现实状况，以管护运行架构、管理制约条件、优化实施路径为核心分析维度，梳理巡查与养护工作基础构 成，梳理管护全流程存在的各类管理阻碍。梳理得出巡查流程执行无序、养护作业缺少统一标准、从业人员专业水平 有限、各类配套保障资源供给不足四类突出管理短板。依托管护工作内在逻辑构建对应改进方案，同步完善巡查执行 规范、养护作业准则、人才培育模式与资源供给渠道，为基层小型水库管护标准化体系搭建提供理论支撑。 

Abstract

Daily inspection, repair, and maintenance of small reservoirs are core management links for ensuring the safe operation of water conservancy facilities. In view of the unclear boundaries and prominent operational weaknesses in grassroots reservoir management and maintenance systems, this paper takes the management and maintenance operation framework, management constraints, and optimization implementation paths as the core analytical dimensions. It examines the basic components of inspection and maintenance work and identifies various management obstacles throughout the whole management and maintenance process. The study finds four prominent management shortcomings: disorderly implementation of inspection procedures, lack of unified standards for maintenance operations, limited professional competence of practitioners, and insufficient supply of supporting resources. Based on the internal logic of management and maintenance work, corresponding improvement measures are proposed, including improving inspection implementation standards, maintenance operation guidelines, talent cultivation models, and resource supply channels. The study provides theoretical support for building a standardized management and maintenance system for grassroots small reservoirs.
