Research on Closed-Loop Control of Construction Safety Risks in Water Conservancy and Hydropower Projects from the Perspective of Whole-Process Contract Management

摘要

水利水电野外作业环境复杂,高危施工工序排布密集,工地隐患整改常出现处置延时、主体推诿、问题反复复发 等管理弊病。现阶段工地安全管控依托现场行政巡查落地,风险全流程闭环管控存在流程断层。本文从全过程合同管 理视角出发,依托项目招投标、现场履约、工程变更、竣工复盘全周期环节,研判水利工地安全管控现实短板,梳理 契约联动风控内在逻辑,界定各参建岗位安全履职权限。贴合大中型水利水电工程现场管理实际条件,从准入管控、 履约考评、变更补约、后期复盘层面搭建优化方案,配套搭建专项共管保障体系。研究依托契约制度补齐现场管理短 板,可为同类型大中型水利水电工程优化风控体系、明晰岗位安全权责提供实操借鉴。

Abstract

Water conservancy and hydropower projects are characterized by complex outdoor working environments and densely arranged high-risk construction procedures. In construction site hazard rectification, management problems such as delayed handling, responsibility shifting among parties, and repeated recurrence of issues often occur. At present, construction site safety control mainly relies on on-site administrative inspections, while process gaps still exist in whole-process closed-loop risk control. From the perspective of whole-process contract management, this paper examines the practical shortcomings of safety control on water conservancy construction sites by focusing on the full-cycle stages of project bidding, on-site contract performance, engineering change, and completion review. It clarifies the internal logic of contract-linked risk control and defines the safety performance authority of each participating position. In line with the actual site management conditions of large and medium-sized water conservancy and hydropower projects, an optimization scheme is developed from the aspects of access control, performance evaluation, contract supplementation for changes, and post-project review, together with a special co-management support system. By using contractual systems to address weaknesses in on-site management, this study provides practical reference for similar large and medium-sized water conservancy and hydropower projects in optimizing risk control systems and clarifying safety responsibilities among project positions.
