Research on the Practice of Fundamental Work Safety Improvement in the Water Conservancy Industry

摘要

水利安全生产是保障水利工程平稳运行、维系公共安全稳定的核心内容。当前水利工程建设运维场景复杂、风险 类型多元,传统末端化安全管理模式难以根除行业固有安全隐患,治本攻坚成为水利安全提质升级的关键抓手。本文 立足基层水利工作实际,梳理水利安全生产治本攻坚的开展现状,客观剖析安全责任落实弱化、源头治理不足、高危 作业管控粗放、基础保障与智能管控薄弱四类核心问题,深入辨析各类问题的形成诱因。针对性构建适配水利行业的 闭环治理体系、全周期管控模式、现场风控机制及基础保障体系。研究成果可为基层水利部门深化源头安全治理、筑 牢安全生产防线提供实操参考,助力水利安全治理长效化、精细化发展。

Abstract

Work safety in the water conservancy industry is a core component of ensuring the stable operation of water conservancy projects and maintaining public safety and stability. At present, the construction, operation, and maintenance scenarios of water conservancy projects are complex, and risk types are diverse. Traditional end-stage safety management models are unable to fundamentally eliminate inherent safety hazards in the industry, making fundamental safety improvement a key approach to enhancing water conservancy safety. Based on the practical work of grassroots water conservancy departments, this paper reviews the current implementation status of fundamental work safety improvement in the water conservancy industry, and objectively analyzes four core problems: weakened implementation of safety responsibilities, insufficient source governance, extensive control of high-risk operations, and weak basic support and intelligent control. It further examines the causes of these problems and constructs a closed-loop governance system, a whole-cycle control model, an on-site risk control mechanism, and a basic support system adapted to the water conservancy industry. The research results may provide practical reference for grassroots water conservancy departments to deepen source-based safety governance and strengthen the work safety defense line, thereby supporting the long-term and refined development of water conservancy safety governance.
