调水工程长年运转期间,输水构筑物工况、水体指标、机电设备工况与周边环境变动都划入现场管控范畴,管理 体系落地质量、风险辨识水准、数字化建设程度会直接造成隐患排查滞后、各监管板块衔接断层、突发状况处置速率 偏低等现实状况。对照运行阶段风控刚需梳理各类风险诱因,锁定巡检作业、在线监测、数据互通、应急处置各个环 节管控重心,贴合工程输水运行固有特征搭建动态辨识体系,梳理管控流程,落地智能化监测手段,理顺多方协同管 理模式,完成监管模式从事后核查转向事前预警,维系整套工程体系长效平稳运转。
During the long-term operation of water diversion projects, the working conditions of water conveyance structures, water quality indicators, electromechanical equipment status, and changes in the surrounding environment are all included in the scope of on-site management and control. The implementation quality of the management system, the level of risk identification, and the degree of digital construction directly affect practical problems such as delayed hidden danger investigation, disconnection among regulatory sections, and low response efficiency in emergencies. In line with the rigid requirements of risk control during the operation stage, this paper sorts out various risk-inducing factors, identifies key control points in inspection operations, online monitoring, data interconnection, and emergency response, and constructs a dynamic identification system based on the inherent characteristics of water conveyance operation. It further clarifies management and control procedures, applies intelligent monitoring methods, and optimizes the multi-party collaborative management model, so as to promote the transformation of the supervision model from post-event verification to pre-event early warning and maintain the long-term stable operation of the whole engineering system.
