Analysis of the Current Status and Improvement Strategies of Modern Water Conservancy and Hydropower Project Management
现代化水利水电工程管理现状及改进策略分析

摘要

在智慧水利与水利现代化建设纵深推进的背景下,国内水利水电工程建设体系日趋完善,管理模式逐步向数字化、 精细化转型。为适配新时期水利工程高质量发展要求,本文以工程全生命周期管理为核心视角,系统梳理当前水利工 程管理的整体发展态势,客观剖析基层项目管理运行中的突出短板。结合水利工程实操建设与运维场景,针对性构建 多维度优化体系,提出可落地的管理提升策略。研究旨在完善现有水利工程管理运行机制,赋能工程质量、安全与生 态效益协同提升,为基层水利工程规范化管理及行业高质量发展提供一定的理论与实践参考。

Abstract

Against the background of the in-depth advancement of smart water conservancy and water conservancy modernization, China’s water conservancy and hydropower project construction system has become increasingly well-developed, and its management model is gradually transforming toward digitalization and refined management. To meet the requirements for high-quality development of water conservancy projects in the new era, this paper takes whole life-cycle project management as the core perspective, systematically reviews the overall development trend of current water conservancy project management, and objectively analyzes the prominent shortcomings in grassroots project management operations. Based on practical construction, operation, and maintenance scenarios of water conservancy projects, a multidimensional optimization system is constructed, and practical management improvement strategies are proposed. The study aims to improve the existing operational mechanism of water conservancy project management, promote the coordinated enhancement of project quality, safety, and ecological benefits, and provide theoretical and practical reference for standardized grassroots water conservancy project management and high-quality development of the industry.
