Research on Innovation in Urban and Rural Planning Decision-Making Empowered by Artificial Intelligence

摘要

我国城镇化已步入以存量提质为核心的下半场,城乡规划决策面临从经验驱动向数据-知识协同驱动转型的迫切 需求。人工智能技术以其强大的数据融合、模式识别与模拟推演能力,为破解传统规划方法在动态感知、复杂系统建 模与多目标优化等方面的局限提供了新路径。系统梳理人工智能赋能城乡规划决策的理论基础、关键技术体系与现实 问题,提出构建全域数据治理体系、完善智能决策机制、推进数字孪生深度融合、健全制度与人才保障等创新路径, 为提升城乡规划的科学性与适应性提供参考。

Abstract

 China’s urbanization has entered a new stage centered on the quality improvement of existing urban and rural spaces, and urban and rural planning decision-making faces an urgent need to transform from experience-driven approaches to data-knowledge collaborative approaches. With strong capabilities in data fusion, pattern recognition, and simulation deduction, artificial intelligence technology provides a new path for overcoming the limitations of traditional planning methods in dynamic perception, complex system modeling, and multi-objective optimization. This paper systematically reviews the theoretical basis, key technical system, and practical problems of artificial intelligence-enabled urban and rural planning decision-making, and proposes innovative paths such as building a whole-domain data governance system, improving intelligent decision-making mechanisms, promoting the deep integration of digital twins, and strengthening institutional and talent support, so as to provide reference for improving the scientificity and adaptability of urban and rural planning.
