昆仑物流公司既要从事危化品道路运输,又要进行井队设备搬迁,在双重风险叠加的情况下给安全管理带来很大 的困难。根据双重预防机制理论,从两个作业风险的特点出发,找出目前风险辨识预警、过程协同管控、人员能力、 应急处置等各方面的存在的问题。危化品运输风险具有流动性、扩散性,井队搬迁风险具有多工种交叉、大型吊装等 静态聚集的特点,两者相加给企业的管控提出不一样的要求。因此,提出建立双重风险辨识和分级管控体系、全过程 协同安全管理、提高人员培训效果、完善应急管理及信息化防控体系等途径来加以改进。
Kunlun Logistics is engaged in both road transportation of hazardous chemicals and relocation of drilling crew equipment, and the superposition of these dual risks brings great difficulties to safety management. Based on the theory of the dual prevention mechanism, this paper starts from the characteristics of the two types of operational risks and identifies existing problems in risk identification and early warning, process-based collaborative control, personnel capability, emergency response, and other aspects. The risks of hazardous chemical transportation are characterized by mobility and diffusibility, while the risks of drilling crew relocation are characterized by static aggregation involving multi-trade crossover operations and large-scale hoisting. The combination of these two risk types imposes differentiated requirements on enterprise management and control. Therefore, this paper proposes improvement paths including the establishment of a dual risk identification and hierarchical control system, whole-process collaborative safety management, enhancement of personnel training effectiveness, and improvement of emergency management and information-based prevention and control systems.
