Research on the Application of the Dual Prevention Mechanism in Enterprise Work Safety Management
双重预防机制在企业安全生产管理中的应用研究

摘要

双重预防机制以安全风险分级管控和事故隐患排查治理为两条相互衔接的主线，是企业把事故后处置转向事故前 预防的重要管理工具。针对部分企业存在风险辨识静态化、管控措施与岗位作业脱节、隐患排查重复低效、整改闭环 不完整以及信息系统重记录轻分析等问题，本文依据安全生产法律法规和现行安全生产标准化要求，分析双重预防机 制的运行逻辑，构建由作业单元划分、危险源辨识、风险评估、分级管控、隐患排查、整改验收和动态复评组成的闭 环体系。研究认为，企业应以生产流程和岗位任务为基础建立风险清单，将风险等级转化为责任层级、检查频次和控 制标准，并通过异常触发、变更管理、承包商管理及数字化预警提高机制运行质量。双重预防机制只有与全员安全生 产责任制、标准化管理和绩效考核相融合，才能形成可执行、可追溯和持续改进的安全治理模式。 

Abstract

The dual prevention mechanism, with graded safety risk control and accident hazard investigation and management as two interconnected main lines, is an important management tool for enterprises to shift from post-accident response to pre-accident prevention. In response to problems in some enterprises, such as static risk identification, disconnection between control measures and job operations, repetitive and inefficient hazard investigation, incomplete closed-loop rectification, and information systems that emphasize recording over analysis, this paper analyzes the operational logic of the dual prevention mechanism in accordance with work safety laws, regulations, and current requirements for work safety standardization. It constructs a closed-loop system consisting of work unit division, hazard source identification, risk assessment, graded control, hazard investigation, rectification acceptance, and dynamic reassessment. The study argues that enterprises should establish risk lists based on production processes and job tasks, transform risk levels into responsibility levels, inspection frequencies, and control standards, and improve the operational quality of the mechanism through abnormality-triggered response, change management, contractor management, and digital early warning. Only by integrating the dual prevention mechanism with the full-staff work safety responsibility system, standardized management, and performance appraisal can enterprises form an executable, traceable, and continuously improving safety governance model.
