Problems and Countermeasures in the Implementation of Responsibility for Campus Food Safety
校园食品安全责任落实中的问题与对策

摘要

校园食品安全关系学生身体健康、学校正常秩序和家庭切身利益，是食品安全治理和学校管理中的重点内容。 随着学校供餐形式日益多样，食堂自营、委托经营、集中配餐、校外供餐等模式并存，校园食品安全责任链条更加 复杂。当前，部分学校在食品安全责任落实中仍存在责任边界不清、过程管理不细、供餐单位监管不足、家校监督 参与不充分等问题，影响了校园食品安全治理效能。加强校园食品安全管理，应进一步压实学校主体责任，完善供 餐全过程管控机制，强化部门协同监管，健全家长和社会监督渠道，推动校园食品安全由被动检查向常态治理转变， 切实保障学生在校集中用餐安全。

Abstract

Campus food safety is closely related to students’ physical health, the normal operation of schools, and the immediate interests of families. It is a key issue in food safety governance and school management. With the increasing diversification of school meal supply models, including self-operated canteens, entrusted operation, centralized meal distribution, and off-campus catering, the responsibility chain for campus food safety has become more complex. At present, some schools still face problems in implementing food safety responsibilities, such as unclear boundaries of responsibility, insufficiently detailed process management, inadequate supervision of meal suppliers, and limited participation of parents and schools in supervision. These problems affect the effectiveness of campus food safety governance. To strengthen campus food safety management, schools should further consolidate their primary responsibility, improve the whole-process control mechanism for meal supply, strengthen coordinated departmental supervision, and improve channels for parental and social oversight. These measures will promote the transformation of campus food safety from passive inspection to regular governance and effectively ensure the safety of students’ collective meals at school.
