Research on the Mechanism of Youth Volunteer Service Participation in Social Governance in the New Era
新时代青年志愿服务参与社会治理的机制研究

摘要

青年志愿服务是青年参与社会生活、服务公共事务和提升社会责任意识的重要方式，也是社会治理体系中 具有活力和弹性的补充力量。随着基层治理任务不断细化，社区服务、应急救助、文明实践、生态保护、助老扶幼 等领域对青年志愿服务提出了更高要求。当前，青年志愿服务参与社会治理仍存在组织衔接不紧、服务内容零散、 专业能力不足、激励保障不完善等问题。应从组织动员、项目运行、能力培养、评价反馈和保障支持等方面完善机制， 推动青年志愿服务从阶段性活动向常态化治理力量转化，更好服务社会治理现代化。

Abstract

Youth volunteer service is an important way for young people to participate in social life, serve public affairs, and enhance their sense of social responsibility. It is also a dynamic and flexible supplementary force in the social governance system. As grassroots governance tasks become increasingly refined, higher requirements have been placed on youth volunteer service in fields such as community service, emergency assistance, civilized practice, ecological protection, elderly care, and child support. At present, youth volunteer service still faces problems in participating in social governance, including weak organizational coordination, fragmented service content, insufficient professional capacity, and incomplete incentive and support mechanisms. Mechanisms should be improved in terms of organizational mobilization, project operation, capacity building, evaluation feedback, and support guarantees, so as to promote the transformation of youth volunteer service from temporary activities into a regular force for governance and better serve the modernization of social governance.
