Practical Paths for Improving the Quality of After-School Services in Compulsory Education
义务教育阶段课后服务质量提升的实践路径

摘要

义务教育阶段课后服务是落实“双减”政策、强化学校育人主阵地作用、回应家庭接送和学生发展需求的 重要举措。随着课后服务覆盖范围不断扩大，服务重点已从“有没有”转向“好不好”。当前，部分学校课后服务 仍存在内容同质化、作业辅导与兴趣拓展衔接不足、师资保障压力较大、评价反馈机制不完善等问题。提升课后服 务质量，应坚持育人导向和学生自愿原则，优化服务内容供给，完善资源统筹机制，健全教师激励保障，强化过程 管理和质量评价，推动课后服务从看护型、补充型安排转向综合育人平台，更好促进学生全面发展。

Abstract

After-school services in compulsory education are an important measure for implementing the “double reduction” policy, strengthening the role of schools as the main arena for education, and responding to families’ needs for student pick up as well as students’ developmental needs. As the coverage of after-school services continues to expand, the focus of service provision has shifted from “whether services are available” to “whether services are effective.” At present, some schools still face problems such as homogeneous service content, insufficient connection between homework guidance and interest development, heavy pressure in ensuring teaching staff support, and incomplete evaluation and feedback mechanisms. To improve the quality of after-school services, schools should adhere to an education-oriented approach and the principle of student voluntariness, optimize the supply of service content, improve resource coordination mechanisms, strengthen teacher incentive and support systems, and enhance process management and quality evaluation. These efforts can promote the transformation of after-school services from custodial and supplementary arrangements into comprehensive education platforms, thereby better supporting students’ all-round development.
