Research on Paths for Establishing and Practicing a Correct View of Performance in the Handan Geological Exploration Industry Under Ideological and Political Guidance

摘要

地勘行业担负着保障国家能源资源安全、生态文明建设的双重任务，地勘行业党员干部政绩观的好坏直接 影响找矿突破的成效以及行业的发展。调研表明，部分地勘单位重勘查数量轻找矿质量、重短期显绩轻长期潜绩、 虚报工作量等偏差，是由于政绩评价体系不科学、思政引领和业务实践融合不深造成的。本文以邯郸地勘行业为研 究对象，厘清政绩观的常见偏差，提出正确的政绩观要以保障国家资源安全为首要职责，以勘查质量与长远效益为 衡量标准。在此基础上，从抓实思想教育破除数量情结、改进考核突出野外实绩和成果转化、推进党建与业务在项 目一线深度融合、严格过程监管遏制虚报作假四个方面给出可操作的主要做法，并配套压实领导责任、完善经费激励、 畅通群众评议、弘扬优良传统等保障措施。

Abstract

The geological exploration industry undertakes the dual tasks of ensuring national energy and resource security and supporting ecological civilization construction. The performance outlook of Party members and cadres in the geological exploration industry directly affects the effectiveness of mineral exploration breakthroughs and the development of the industry. Research shows that some geological exploration units have deviations such as emphasizing exploration quantity over mineral prospecting quality, emphasizing short-term visible achievements over long-term potential achievements, and falsely reporting workloads. These problems are caused by an unscientific performance evaluation system and insufficient integration of ideological and political guidance with business practice. Taking the Handan geological exploration industry as the research object, this paper clarifies common deviations in the view of performance and proposes that a correct view of performance should take ensuring national resource security as the primary responsibility and take exploration quality and long-term benefits as evaluation criteria. On this basis, it puts forward operable main practices from four aspects: strengthening ideological education to eliminate the fixation on quantity, improving assessment to highlight field performance and achievement transformation, promoting the deep integration of Party building and business work on project frontlines, and strengthening process supervision to curb false reporting and fabrication. Supporting measures are also proposed, including consolidating leadership responsibilities, improving funding incentives, smoothing channels for public evaluation, and carrying forward fine traditions.
