Research on Handan Party-Building Practice of Strengthening Political Guidance and Organizational Capacity Building
强化政治引领与组织力建设的邯郸党建实践研究

摘要

提高基层党组织政治引领和组织力，是巩固执政基础的题中应有之义。邯郸以“把支部建在楼宇上”“红风骑手” 党支部和党支部领办合作社为载体，探索出政治功能和组织功能一体推进的路径。研究认为，把政治优势转变为治 理效能，推进党建网格和治理网格实质融合。课题创建起理论武装同政治生活融合的政治引领办法，制订出分类对 标创建、书记选配、党员激励和保证补短等组织力加强举措，创建起责任包联、暗访督查、销号管理、群众评议相 贯通的闭环体系，给同类型内陆城市供应了可操作的方案。

Abstract

 Improving the political guidance and organizational capacity of grassroots Party organizations is an inherent requirement for consolidating the ruling foundation. Taking the practices of “establishing Party branches in office buildings,” the “Red Wind Riders” Party Branch, and Party branch-led cooperatives as carriers, Handan has explored a path for the integrated advancement of political functions and organizational functions. The study suggests that political advantages should be transformed into governance effectiveness, and that Party-building grids and governance grids should be substantially integrated. This research establishes a political guidance method that integrates theoretical education with political life, formulates organizational capacity enhancement measures such as classified benchmarking creation, secretary selection and appointment, Party member incentives, and targeted weakness improvement, and builds a closed-loop system connecting responsibility-based liaison, unannounced inspections, rectification tracking, and public evaluation. It provides an operable plan for similar inland cities.
