Analysis of Grassroots Integrity Culture Construction in Promoting a Clean and Upright Political Ecology in Handan
基层廉洁文化建设助推邯郸风清气正政治生态营造探析

摘要

基层廉洁文化建设属于培育风清气正政治生态的根基性工程。邯郸既有成语典故之都的文化底蕴，又有太 行红色资源，但是目前的建设还存在着文化渗透浅表、载体单一、机制协同不够等问题。文章从邯郸基层廉洁文化 建设的现实根基入手，梳理赵文化中的清廉养分和太行红色廉洁基因，提出将廉洁要求嵌入村务公开、小微权力运行、 村规民约、日常宣传的实操路径，从压实主体责任、设立监督岗哨、纳入考核、形成群众评价闭环等几个方面构建 保障机制，促进廉洁文化真正落实到基层治理末梢，持续改善邯郸的政治生态。

Abstract

Grassroots integrity culture construction is a foundational project for cultivating a clean and upright political ecology. Handan has both the cultural heritage of being a city of idiom allusions and the red resources of the Taihang region. However, current construction still faces problems such as superficial cultural penetration, limited carriers, and insufficient mechanism coordination. Starting from the practical foundation of grassroots integrity culture construction in Handan, this paper sorts out the integrity-related elements in Zhao culture and the red integrity genes of the Taihang region, and proposes practical paths for embedding integrity requirements into village affairs disclosure, the operation of micro-power, village rules and conventions, and daily publicity. It also builds a safeguard mechanism from several aspects, including consolidating principal responsibilities, setting up supervision posts, incorporating integrity culture construction into assessment, and forming a closed loop of public evaluation, so as to promote the real implementation of integrity culture at the end of grassroots governance and continuously improve the political ecology of Handan.
