Analysis of the Application of Whole-Process Management in Construction Project Management
全过程管理在建筑工程管理中运用分析

摘要

全过程管理指的是建筑工程从项目立项、规划设计、施工实施到竣工验收和运营维护全过程的统筹管控，是提高 工程质量、控制项目成本、防范建设风险的重要方法。但目前建筑工程全过程管理仍存在管理体系不健全、部门协调 不足、信息化程度不高以及成本和风险控制能力较弱等问题。文中分析了全过程管理在建筑工程中的作用，对工程管 理存在的问题进行了研究，并从健全制度体系、加强协同管理、推进BIM技术应用、加强成本风险控制和提高人员专 业能力五个方面提出优化措施。国家发展改革委、住房城乡建设部《关于推进全过程工程咨询发展的指导意见》鼓励 开展全过程工程咨询服务，从项目全生命周期角度提供跨阶段咨询服务，为全过程管理规范化发展提供了政策支持。

Abstract

Whole-process management refers to the comprehensive coordination and control of a construction project throughout its entire lifecycle, from project initiation, planning and design, and construction implementation to completion acceptance and operation maintenance. It is an important method to improve project quality, control project costs, and prevent construction risks. However, at present, whole-process management in construction projects still faces issues such as an imperfect management system, insufficient departmental coordination, low levels of informatization, and weak cost and risk control capabilities. The article analyzes the role of whole-process management in construction projects, studies the existing problems in project management, and proposes optimization measures from five aspects: improving the institutional system, strengthening collaborative management, advancing the application of BIM technology, enhancing cost and risk control, and improving personnel professional capabilities. The National Development and Reform Commission and the Ministry of Housing and Urban-Rural Development, in the "Guiding Opinions on Promoting the Development of Whole-Process Engineering Consulting," encourage the provision of whole-process engineering consulting services, offering cross-stage consulting from the perspective of the project lifecycle, thereby providing policy support for the standardized development of whole-process management.
