Research on Effectiveness Improvement and Mechanism Optimization of Urban Community Grid Governance Led by Party Building
党建引领城市社区网格化治理的效能提升与机制优化研究

摘要

党建引领城市社区网格化治理，是推进基层治理体系和治理能力现代化的必由之路。目前各地在“党 建+网格”实践过程中已经积累了丰富的经验，但是也存在着组织体系衔接不畅、多元主体协同不足、数字 赋能流于形式、资源保障存在短板等问题。本文在梳理党建引领社区网格化治理实践逻辑的基础上，对制约 治理效能提升的主要因素进行系统的分析，从强化组织引领、优化协同机制、深化数字赋能、健全保障体系 四个方面提出机制优化路径，旨在推动党建引领与网格化治理从“物理叠加”走向“有机融合”，实现基层 治理效能的有效提升。

Abstract

Urban community grid governance led by Party building is an essential path for advancing the modernization of the grassroots governance system and governance capacity. At present, various regions have accumulated rich experience in the practice of “Party building + grid” governance, but problems still exist, such as poor connection within the organizational system, insufficient coordination among multiple subjects, formalistic digital empowerment, and weaknesses in resource support. Based on a review of the practical logic of community grid governance led by Party building, this paper systematically analyzes the main factors restricting the improvement of governance effectiveness. It then proposes mechanism optimization paths from four aspects: strengthening organizational leadership, optimizing coordination mechanisms, deepening digital empowerment, and improving the support system. The aim is to promote the transformation of Party-building leadership and grid governance from “physical superposition” to “organic integration,” thereby effectively improving grassroots governance effectiveness.
