水利工程运行管理中存在问题及对策

摘要

水利工程是保证国家水安全的重要基础设施，水利工程运行管理好坏直接关系到工程效益的发挥和 人民生命财产的安全。目前我国已建成各类水库94877座、5级及以上江河堤防32.5万公里、5立方米每秒 及以上水闸94460座，是我国规模最大、工程设施最齐全的水利工程体系。但是由于制度不健全、维护不 力、投入不足、信息化滞后等原因，水利工程运行管理还存在许多问题。经由健全制度体系、加强维护巡 查、推进信息化创建、健全风险防控机制等手段，可以明显改善水利工程运行管理水准，给水利高质量发展 赋予有力支撑。

Abstract

Water conservancy projects are important infrastructure for ensuring national water security, and the quality of their operation management is directly related to the realization of project benefits and the safety of people’s lives and property. At present, China has built 94,877 reservoirs of various types, 325,000 km of river levees of Grade 5 and above, and 94,460 sluices with a discharge capacity of 5 m³/s and above, forming the largest water conservancy project system with the most complete engineering facilities in the country. However, due to imperfect systems, inadequate maintenance, insufficient investment, and lagging informatization, many problems still exist in the operation management of water conservancy projects. By improving the institutional system, strengthening maintenance and inspection, promoting informatization development, and improving the risk prevention and control mechanism, the operation management level of water conservancy projects can be significantly improved, providing strong support for the high-quality development of water conservancy.
