摘要

水利工程管理可持续发展是保证国家水安全、推进生态文明建设的基础。水利工程管理中体制不健全、 生态保护意识差、信息化程度低等问题就提出了改进制度的手段、质量把控方法、绿色建造措施和数字化推 广途径等建议。依靠人才、资金、技术、绩效考核等保障机制来建立水利工程全过程管理体系，促使水利工 程由标准化、精细化、绿色化转向管理型，从而达成工程效益和生态效益的有机结合。

Abstract

 The sustainable development of water conservancy project management is a foundation for ensuring national water security and promoting ecological civilization construction. In response to problems in water conservancy project management, such as imperfect management systems, weak awareness of ecological protection, and a low level of informatization, this paper puts forward suggestions including institutional improvement measures, quality control methods, green construction measures, and digital promotion paths. By relying on safeguard mechanisms involving talent, funding, technology, and performance assessment, a whole-process management system for water conservancy projects can be established, promoting the transformation of water conservancy projects toward a management oriented model based on standardization, refinement, and green development, so as to achieve the organic integration of engineering benefits and ecological benefits.
