Research on Hidden Hazard Investigation and Safe Operation Management of Irrigation District Water Conservancy Projects
灌区水利工程隐患排查与安全运行管理研究

摘要

灌区水利工程是保证农业灌溉和区域供水安全的基础设施。由于服役年限的延长和维修养护的欠账 问题，一部分灌区工程存在老化失修的情况，并且隐患积累的比较严重。系统整理灌区隐患排查和安全运行 管理现状及存在的问题，工程设施老化、维护不到位、隐患排查机制和监测体系不健全、灌溉调度与工程管 理协调不到位、安全责任落实和应急处置能力不足等。健全隐患排查分级管控体系、加强巡查监测和维修养 护、改善灌溉调度和工程协同管理、完善安全责任和应急保障机制四个方面的建设提出相应的建议，为灌区 工程的安全管理工作现代化提供支持。

Abstract

 Irrigation district water conservancy projects are basic infrastructure for ensuring agricultural irrigation and regional water supply security. With extended service life and accumulated maintenance deficiencies, some irrigation district projects have suffered from aging, disrepair, and serious hidden hazard accumulation. This paper systematically reviews the current status and existing problems of hidden hazard investigation and safe operation management in irrigation districts, including aging engineering facilities, inadequate maintenance, imperfect hidden hazard investigation mechanisms and monitoring systems, insufficient coordination between irrigation scheduling and project management, and weak implementation of safety responsibilities and emergency response capacity. Corresponding suggestions are proposed from four aspects: improving the graded hidden hazard investigation and control system, strengthening inspection monitoring and maintenance, improving the coordinated management of irrigation scheduling and engineering operations, and improving safety responsibility and emergency support mechanisms. The study provides support for the modernization of safety management in irrigation district projects.
