Difficulties and Countermeasures in Implementing the Safety and Quality Management System in Aviation Operations
航空运营中安全质量管理体系的落地难点及对策

摘要

安全质量管理体系是航空运营企业防范安全风险、规范运营流程、提高飞行保障质量的制度体系，是 民航行业落实安全底线、践行高质量发展理念的重要支撑。目前我国的航空运营企业已经全面建立起安全质 量管理体系（SQMS），但是在实际运行中，由于缺乏对体系的落地实施和效果检验，使得体系重建设、轻落地、 弱实效，不能发挥出安全管控和质量提升的作用。本文根据航空运营质量管理体系落地实施的主要难题，结 合民航行业规章标准和企业运营实际，提出有针对性、可落地的优化对策，以破解体系落地堵点、提高体系 运行效能，为航空运营企业筑牢安全防线、实现安全与质量协同发展提供理论参考和实践借鉴。

Abstract

The safety and quality management system is an institutional system used by aviation operation enterprises to prevent safety risks, standardize operational processes, and improve flight support quality. It is also an important support for the civil aviation industry to maintain the safety bottom line and implement the concept of high-quality development. At present, aviation operation enterprises in China have generally established safety and quality management systems (SQMS). However, in actual operation, due to insufficient implementation and effectiveness verification, these systems tend to emphasize system establishment while neglecting implementation and practical results, making it difficult for them to fully play their role in safety control and quality improvement. Based on the main difficulties in implementing the aviation operation quality management system, and combined with civil aviation regulations, standards, and enterprise operation practices, this paper proposes targeted and practical optimization countermeasures. The study aims to remove obstacles to system implementation, improve system operation effectiveness, and provide theoretical reference and practical guidance for aviation operation enterprises to strengthen safety defenses and achieve coordinated development of safety and quality.
