Research on Land Use Regulation Strategies in Ecologically Sensitive Areas
生态敏感区域土地利用调控策略研究

摘要

生态敏感区域对土地利用变化响应强烈，是国土空间开发保护矛盾集中的区域。本文采用文献归纳、 案例比较和逻辑分析方法，构建“生态敏感性评价—土地利用冲突诊断—分区调控—动态反馈”的研究框架。 研究认为，应综合生态本底、生态功能、扰动压力和恢复能力识别敏感区域，并划分严格保护、限制利用、 生态农业、修复提升和绿色发展等调控分区。通过用途准入、强度约束、存量优化、生态补偿和监测预警协同， 提高土地利用调控的精准性与适应性。

Abstract

Ecologically sensitive areas respond strongly to land use changes and are regions where conflicts between territorial spatial development and protection are concentrated. Using literature review, case comparison, and logical analysis, this paper constructs a research framework of “ecological sensitivity evaluation–land use conflict diagnosis zoning regulation–dynamic feedback.” The study suggests that sensitive areas should be identified by comprehensively considering ecological background, ecological functions, disturbance pressure, and restoration capacity, and that regulation zones should be classified into strict protection, restricted utilization, ecological agriculture, restoration and improvement, and green development zones. Through the coordination of use access, intensity constraints, stock optimization, ecological compensation, and monitoring and early warning, the precision and adaptability of land use regulation can be improved.
