Research on the Optimization Mechanism of Land Use in Coordinated Urban-Rural Spatial Development
城乡空间协同发展中的土地利用优化机制研究

摘要

城乡空间协同发展要求土地资源在生产、生活和生态功能之间实现合理配置。本文采用文献归纳、机 制分析和公开数据比较方法，分析城镇扩张与乡村土地低效并存、土地增值收益分配失衡及空间功能冲突等 问题，构建“用途管制与存量更新—要素流动与价值共享—多主体参与和动态反馈”的土地利用优化机制。 研究认为，土地利用优化应由建设用地指标平衡转向空间、功能、权益和治理协同，并通过差异化分区、全 周期监测及收益反哺机制，提高城乡土地配置效率和发展成果共享程度。

Abstract

Coordinated urban-rural spatial development requires the rational allocation of land resources among production, living, and ecological functions. Using literature review, mechanism analysis, and comparison of publicly available data, this paper analyzes problems such as the coexistence of urban expansion and inefficient rural land use, imbalanced distribution of land value-added benefits, and conflicts among spatial functions. It constructs a land use optimization mechanism of “use regulation and stock renewal–factor flow and value sharing–multi-stakeholder participation and dynamic feedback.” The study suggests that land use optimization should shift from the balance of construction land quotas to the coordination of space, functions, rights and interests, and governance. Through differentiated zoning, whole-cycle monitoring, and benefit feedback mechanisms, the efficiency of urban-rural land allocation and the degree of shared development outcomes can be improved.
